In many countries of Europe (France, Spain, Italy, etc.) besides the national system of nature conservation (national parks, reservations, etc.) regional parks run by local authorities, foundations also exist. In these cases the property of these areas is divided in different proportions between the state, local communities and private persons. Among these, probably the best well-known is the Natural Park from Corsica which was established in 1972 and today comprises more than 300.000 ha.

In the international use of the concept of Nature Park significant differences can be noticed. In the nature conservation systems of some countries the connected areas having smaller dimensions (such as landscape areas in our country) are bearing the Nature Park denomination. In other places this denomination is used specifically for the “natural parks” established by regional communities.

The planned Szatmár-Bereg Nature Park

After a one year long preparation, in the summer of 2006, SzSzB Foundation has started the foundation of Szatmár-Bereg Nature Park, gathering more then 40 settlements from the Szatmár and the Bereg (small regions around Fehérgyarmat and Vásárosnamény). In the geographical and environmental protection sense, the “Tur River” Natural Reserve is directly related to the above mentioned area. The Transylvanian Carpathia Society (EKE), managing the former natural reserve is planning a similar, common program in the neighboring Romanian region.

The Ministry for Environmental Protection, in its’ letter dated on 4 of July 2006, addressed to SzSzB Foundation, has stipulated the conditions needed to be fulfilled for pronouncing the region a Nature Park. For implementing the tasks needed for the foundation of the Szatmár-Bereg Nature Park (SzBN), respectively for elaborating the documentation due to be handed in at the Ministry for Environmental Protection (performing the stipulated analyses, studies, elaborating the documentations, preparing the plan for informing, training the concerned population, enterprises, farmers, organizations, local authorities, elaborating the necessary training modules, publications, informational systems), which was mostly preparation, planning, elaborating documents, the SzSzB Foundation implemented an Interreg project at the end of 2006. In the frame of this project the necessary studies, analyses, surveys were prepared as well as the basic documentation of the nature park.

The objective of the Szatmár-Bereg Nature Park

The Szatmár-Bereg Nature Park, as regional development category, aims to ensure complex regional development based on the principle of sustainable development, through the cooperation of settlements, by ensuring on the long-run the preservation of population, equal opportunities, the high quality functioning of the region, by harmonizing the natural and artificial environments.

  • Nature protection – the protection of habitats, species, communities, rehabilitation of the landscape.
  • Environmental protection – dealing with the negative effects on the environment, minimizing, abolishing them.
  • Value protection – protecting natural and cultural values, preserving the unitary landscape, saving cultural values.
  • Sustainable agriculture – reviving, supporting nature-friendly and environmental-friendly agricultural methods, contributing to their success.
  • Training, environmental education – raising awareness of the needed attitude change, tasks of awareness raising among trainers.
  • Recreation-tourism – presenting (making use of) the protected natural and landscape values. Supporting environmental conscious tourism, recreation, developing the touristic infrastructure.
  • Regional and rural development – supporting the social-economical development by involving local initiatives:
  • Wood, field and water management (supporting traditional nature-friendly agricultural methods, spreading of  bio-agriculture),
  • Crafts (preserving traditional crafts from the region, supporting artistic crafts),
  • Industry (supporting the small-scale, environmentally friendly technologies, helping enterprises based on knowledge – for example supporting home-work).
  • Development of settlements – renewing the villages of the region.
  • Cooperation – supporting the cooperation between the social and economical stakeholders.

In order to achieve the above mentioned goals, the main task of the Szatmár-Bereg Nature Park’s community is to develop such alternative, sustainable possibilities, which are able to ensure real income, subsistence possibilities for the affected inhabitants and communities. These can be realized through sustainable agriculture, aiming to conserve the natural and landscape values, tourism that presents the natural, landscape and cultural values, as well as through hospitality services based on the production of local products.

The task of the Szatmár-Bereg Nature Park

The task of Szatmár-Bereg Nature Park is to develop close cooperation with the social and economic stakeholders. This is meant in order to prevent and handle the conflicts resulted from the different goals and interests. The authorities, professional, civil organizations, communities need to be involved as intensively as possible

Among the general nature protection goals the following stand out, regarding the system of the Szatmár-Bereg Landscape Protection Area: exploring the local values, declaring their protected status, managing, preserving and presenting them

Out of the general environmental goals the most important is solving the issue of sewage waters in the region (collection, transport, and purification), elaborating and supporting pilot programs

Preserving, renewing and supporting the region’s landscape values (mozaical landscape, old trees and alleys, wooded pastures) and architectural values (churches, belfries, mills and traditional houses and agricultural buildings), the cultural traditions (days of the village, encounters, contests and festivals) and gastronomic traditions and events

Besides supporting eco-agriculture and cultivating the cultural landscape, it is of a great importance to elaborate, spread and support the programs of the Environmentally Sensitive Areas in the frame of the National Agricultural-Environmental Protection Programme, for the whole territory of the Szatmár-Bereg

Supporting the production, processing and launching process of the local products (pálinka, fruits, dried fruits, etc.).

Promoting the functionality of extensive farming (as the specific form of traditional landscape management), supporting the access on the market of these products.

Developing a cross-border interconnected system, together with the Romanian and Ukrainian border areas, based on the network of protected areas (protected areas, Natura 2000 sits).

Developing and putting into practice a manifold opinion (informing, training children, educators, camp organizers, touristic service providers), a complex environmental education.

Planning, developing and operating the system of eco-tourism providers based on the presentation of natural and landscape values (web page, informational system, brochures, and educational paths).

Developing, operating the visitor center and the touristic guidance system of the Szatmár-Bereg Nature Park.

Developing and supporting the hospitality services based on the architectural and cultural values, gastronomic traditions, local products (web page, informational system, brochures, and events).

Reviving the traditional crafts of the region (embroidery, basketry) and supporting their access on the market.

Revival of the self-awareness of the Szatmár-Bereg region, its settlements, nurturing its traditions, organizing, supporting the cooperation amongst its communities.
